Fact of the matter is this: If you do NOT use Paypal personal, you do not have to deal with this issue. Be the master of your own funds. If you agree to a transaction, send funds and the seller doesnt ship within a certain period (i forget what the paypal window is? 30 days? 60 maybe?) Then OPEN A CLAIM and get your money back! Paypal makes it really hard on sellers who are not shipping the merch in a timely fashion that they are taking money for. At the very least it will stop being an avenue of mooching revenue after a couple of black marks are taken by the seller and might save a few buyers on the back end.
I REALLY enjoy the open marketplace on these boards. I salute RF for hosting it and appreciate the work he does and time he selflessly gives to keep the site running. I'd hate to see this feature be ruined or taken away. I'd also be unhappy if it is saddled with a fee structure. I feel like it will kill or at the very least hurt the marketplace.
I would never let a paypal transaction go more than a few weeks without opening a claim. When you send money through paypal it is a contract of sale. The Seller is obligated to ship the item in a timely fashion, and Paypal is obligated to reimburse you the funds if the seller is not doing this. Regardless of whether or not the seller is sick with Cancer and unable to ship promptly due to having chemo OR if they are just plain shady and trying to rook muggs, or Lazy and/or caught up with a long work binge or Real Life. Paypal protects the buyers investment and cash transfer. That is why it is ridiculous to be sending paypal personal to save a seller 4%. If you want to be magnanimous, offer to split the transaction fees as buyer or seller. That way each party are taking a bit of the hit and it is fair.
Caveat Emptor folks. We are doing business not face to face, but through the internet.
